Clarification on conditions and procedures for the conduct of activities in territorial waters under jurisdiction of the Republic of Albania

On 4.10.2016, the Minister of Transport and Infrastructure approved a directive (Directive no. 3909/1 ”On the determination of conditions and procedures for the conduct of activities in territorial waters under the jurisdiction of the Republic of Albania”) which mainly handles issues regarding the respect of environment by ships crews, the training required to be part of a crew and the rights and obligations of the representative of the General Maritime Directorate related to them.

This directive applies to all subjects that conduct commercial activities in territorial waters of the Republic of Albania, such as:

1. a) vessels that conduct national passenger transport;
2. b) vessels that conduct national transport of goods;
3. c) vessels that conduct port services.

The directive clarifies that the application for a license in order to conduct national maritime transport activities, for subjects included in paragraph 4 letter ”a” and ”b”, must be submitted to the QKB(National Business Centre) and must be in respect of the bylaws in force.
