The beginning of selection procedures of members of Public Supervisory Board and the establishment of ad-hoc Commission

By order no. 115, 01.12.2016, Minister of Finances decided the beginning of the selection process of members of Public Supervisory Board and the establishment of ad-hoc Commission, which is obliged to analyze the documentation submitted by board member candidates, as well as compile the list of candidates who fulfill the legal criterions.
Firstly, the order collocates the main tasks of new selected members, which consist on:
a) supervision of quality control;
b) supervision, monitoring and evaluation of the implementation of testing procedures and registration of legal auditors and auditing companies;
c) program supervision and continuous professional qualification of legal auditors;
ç) approval of investigation rules and procedures for taking disciplinary measures;
d) approval of annual work programs and activity reports of the Board;
dh) analysis and decision making on cases regarding disciplinary violations, which are competence of the Board;
e) analysis and decision making on other aspects and cases, provided by law nr. 10091, 05.03.2009, “On statutory Audit and Organization of the Accountancy Profession”, as amended, within the subject of the Board activity.
Furthermore, candidates must fulfill criterions, such as:
a) having an Albanian citizenship;
b) having moral and professional integrity;
c) not being criminally sentenced by court decision;
ç) owning, at least, a “Master of Science” degree or an equivalent of it, according to the legislation of higher education and 10 years of experience, or a scientific degree and 7 years of work experience on cases regarding legal auditing and accounting;
d) not having close relations, until second base, with people within the chosen authorities of professional organization of legal auditors.
Moreover, the order defines the necessary documentation which must be presented by candidates in the Ministry of Finances. The admission of documentation must be done within 15 working days from the publication date of the order on the official page of the Ministry of Finances, Center for Official Publications and bulletin of Public Procurement Agency.
The order attributes the analysis of the presented documents to an ad-hoc Commission, as well as the composition of list of candidates who fulfill the legal criterions, whose members, according to the evaluation, recommend the nomination of candidatures to the Minister of Finance, within 10 working days from the final term of delivery of the documentation from the candidates.
