On 28.12.2017, by decision no. 209, ERE decided to approve the “Investment Plan of OSHEE sh.a. for the year 2017 “in the amount of 12 555 266 570 ALL, with its own funds and 3 467 648 000 ALL with the World Bank loan. On 28.12.2017, by decision no. 210, the ERE decided to approve the tariff of the electricity transmission service by OST sh.a. for 2018, which will be 0.75 lekë / kwh. On 28.12.2017, by decision no. 211, ERE decided to initiate the procedure for reviewing the application of OSHEE sh.a. for setting tariffs for electricity distribution services for voltage levels for 2018, and to set retail prices for customers serviced by the universal service provider for 2018. On 28.12.2017, by decision no. 212, ERE decided to approve the investment plan of OST sh.a. for the year 2017, in the value of 2,183,846,979 ALL, as well as the ten year plan, 2015-2025, of the development of the transmission network at the value of 285,437,528 euros. On 28.12.2017, by decision no. 213, ERE decided to initiate the procedure for adopting the regulation “On specific conditions for termination of supply of electricity to customers in need”.

On 18.12.2017, the ERE approved the decision no. 208 “On the determination of regulatory fees for 2017” through which it decided to approve regulatory fees for licensees in the electricity sector and the natural gas sector for 2017. Attached to the above decision is a table setting out the regulatory fees for each licensee in the electricity sector and the natural gas sec- tor. In case the licensee fails to make the payment within 30 days from the date of receipt of notice, ERE has the right to apply administrative measures in accordance with Article 107 of Law no. 43/2015, “On the Electricity Sec- tor”, and Article 106 of Law 102/2015, “On the Natural Gas Sector”.

On 4 December 2017, with the decision no. 201, the Board of the Energy Regulatory Entity after reviewing the “Draft methodology for determining the selling price of electricity by the last-resort supplier”, decided to approve it. The purpose of this Methodology is to determine the selling price of electricity supplied by the last-resort supplier, on the basis of clear principles of calculation of costs related to this service and detailing the necessary data for the determination of fair and transparent prices. The methodology applies to the licensee for the service of last-resort supplier in the electricity sector, designated in accordance with the provisions of paragraph 2, article 87, of the Law no.43 / 2015, “On the electricity sector”. A last-resort supplier means a person licensed to carry out an activity in the electricity sector, designated by ERE to exercise the function of a last resort supplier, pursuant to Law no. 43/2015, “On the Electricity Sector”. He offers for a limited period of time the supply service under regulated conditions to customers who could not contract a supplier themselves or lost their supplier. The above-mentioned draft methodology provides that the determination of the supply price by the last-resort supplier will be monitored and controlled by ERE. Also, the last-resort supplier has the obligation to maintain and publish on the website, information on the last-resort sup- ply service, supply tariffs for previous months for different categories of customers and an ap- proximate estimation of the tariffs that may be applied the following month for customers who may be supplied by this supplier.
